Alderperson Cummings made a lot of sense when the Park and Planning Commission wanted to spend millions on a recreation center.  Her point--control city borrowing and maximize usage of taxpayer funded facilities that the school district has.  Maybe, sometime in our lifetime, the city and the school district will begin to work together on behalf of taxpayers.
