Once Upon A Salary Fable

This was a powerpoint created in 2007 that explains why the Waukesha QEO led to accelerated increases in teacher salaries.  Today, much is still the same.  The Waukesha School Board did add a couple of steps back in and limited the movement to one column per year.  In the past, teachers were able to make multiple columm movements.  There have been several teachers that have increased their salaries by 30-50% in one year just due to earning additional credits without a change in the job description.  While this change added a small amount of time back in, it is still a far cry from any other school district where it takes 14-16 years to max out a salary schedule.  To put it into dollars and cents, teachers can and did go from the mid $30,000 in salary to the max somewhere in the $70,000 within 5 years.  No budget with restraints can afford to do this.

Below is the 2007 salary study that verifies what we have been saying all along.  The Waukesha QEO wasn't done right and has costed this district a fortune.  We didn't take the time to create a new update due to the fact that the Waukesha School Board, who helped create the problem, now understands it and is working on fixing it.  This is a far cry difference from the many years since we did the first one--2001-when we were told we were just plain nuts.  Both studies were given to the district and the board.   However, also posted below are the teacher salaries for the 2008/09 school year and the salary tables for the last contract.  To do the current school year wouldn't work because they are in arbitration now.

2007 Teacher Salary Study

The newest edition of "the Myth of the 3.8% QEO" is now released. Once again, the study shows that the average salary increase per teacher exceeds 5%.  This does not represent increases in health insurance, retirement contributions or any other benefit. Included in this study are private and public sector insurance comparisons and a breakdown of the $195 Million unfunded liability that the district has and just what the board can do about it.

Highlights from the Report:

  • The average total compensation package for teachers was $82,720.
  • Over 37% of teachers are maxed out at an annual base salary of $70,507 (not including benefits).
  • A family plan health insurance package costs the taxpayers $21,147.36.
  • The average increase between the 2005/06 and 2006/07 school years was 5.14%.
  • $195 million in unfunded liabilities.

Teachers salaries 2008/09.  This is set up very nicely by the district.  It has the base pay for teaching which goes back to placement on the salary table plus any additional pay recieved.  The abreviation codes are listed at the beginning of the report.

Salary Tables for 2007/08 and 2008/09 showing the minimum 5.7% increase teachers received due to the cost of insurance and benefits declining.  That is the way the old QEO worked.  If benefits went up, salaries went down.  If benefits went down, salaries went up.  Total package was to be 3.8%.  How much of the difference is attributed to the "Waukesha QEO" really isn't known which isn't calculated like every other school district in the state..  If a teacher moved on the salary table, they received even more of an increase.  Most teachers move with the exception of those already at the top of the schedule. 

School District of Waukesha has posted the prior contract (2007/08-2008/09) and the offers of the EAW and the School Board.

Our teachers used to be paid about the average, not any more.   The average salary per teacher has increased $20,457 for salary and $14,678 in benefits.  No wonder the Waukesha School District cannot balance its budget since the implementation of the Waukesha QEO.  Kettle Moraine (randomly picked) saw a $13580 increase in salary and a $14,300 increase in benefits.  Waukesha gained $7,255 per teacher average over Kettle Moraine.  The difference, the Waukesha QEO.

Some more:  Elmbrook School District averaged $10880 per teacher less than the Waukesha School District.

Jefferson School District averaged $19010 per teacher less than Waukesha.

10/1/08  Update:  Districts Sue for $200 Million lost


updated 4/28/08 Director of Business Services/Comptroller Erik Kass is Leaving the District  This follows the retirement of Superintendent David Schmidt announced at the end of January. 




May 10, 2006     Board Approved OPEB Trust Fund 

Aug 9, 2006       Board approved a $15.7 million borrow for Trust Fund & approved taxing for it.       The $15.7 million was to be used as collateral for the Trust Fund.

Nov 14, 2006     Erik Kass (SDW), David Noack-Sr VP, Stifel, Nicolaus & Co Inc, Jane Russell, DEPFA Director (overseas investment house) present Taxable Bond Structures at 5th Annual Great Lakes Public Finance Conference in Illinois.

Nov 27, 2006     Board authorized up to $90 Million in bonds and the purchase of one or more credit linked secured notes by the trust.  David Noack, of Stifel Nicolaus is financial advisor.

Jan 10, 2007     Erik Kass, Director of Business Services School District of Waukesha was appointed trustee for the Trust by the School Board.

Mar 29, 2007    Erik Kass (SDW), David Noack-Managing Director Robert Baird & Co present The Path to Bonding for Your OPEB Liability in Florida.

May 9, 2007     Finance and Facilities reported to the board that the district has invest $65 million of a possible $195 Million.  This allows them to invest more in the future.

Nov 14, 2007    Finance and Facilities reported again that the trust has a total investment of $65 million.

Jan 9, 2008     The School Board approved a $40 Million borrow for the Trust Fund & approved taxing for it.  The $40 million would be used as additional collateral and potentially to payoff the original borrow done in August 2006.

Feb 7, 2008     The School Board and administration were notified that the district owes $13.3 Million in additional collateral (cash) or face default on their $65 Million Trust fund due to plumetting value.
